A distinguished figure in the realm of administration, Elena Martynova currently serves as the Deputy Head of the Federal Service for State Registration, Cadastre, and Cartography. Born in 1984, her academic journey began at the Financial University and Credit in 2006. Elena’s dedication to pursuing further education, including completing the Senior Executive Program on Improving Business Process Efficiency at Columbia University in 2016 and obtaining international qualifications in corporate governance, risk, and compliance from the University of Manchester in 2017.

Elena’s professional career has been adorned with great achievements and contributions across various fields. She garnered extensive experience as an Auditor at Ernst & Young before transitioning to executive roles at OJSC TNK-BP Management and PJSCNK Rosneft. In June 2020, she was appointed Advisor to the Head of Rosreestr, subsequently ascending to the position of Deputy Head by the order of the Prime Minister of the Russian Federation in July 2020. 

Within Rosreestr Elena oversees crucial departments such as strategic development, digital transformation, international cooperation, geodesy, cartography, and National Spatial Data Infrastructure (NSDI).  Her dedication and outstanding performance have been recognized with accolades including the Letter of Gratitude from the Government of the Russian Federation and the Stolypin Medal II degree. Elena's status as an Active State Adviser of the Russian Federation, 3rd class, underscores her significant contributions to the advancement of state administration and public service in Russia.
